Canadian Universities and Complicity with Occupation


 

 

In November 2024, Just Peace Advocates made several submissions to the Special Rapporteur Albanese in regard to her  call for input to the HRC 58th Session, specifically on the complicity of war crimes and racial discrimination of the apartheid Israeli regime. This included a submission regarding:

Canadian Universities’ Contributions to the Violation of International Law.


This submission considers universities from across Canada/Quebec and their involvement in the Commission of International Crimes Connected to Israel’s Unlawful Occupation, Racial Segregation, and Apartheid Regime in the Occupied Palestinian Territory (oPt).  


This submission has been developed with contributions from about 20 academics, students, alumni and others from universities across Canada. 


Several other submissions specific to universities have been made including University of Alberta, University of Toronto, McMaster University, Queen’s (Kingston) University and perhaps others. We ask that these submissions be considered along with this pan-Canada/Quebec submission.

 

Summary of the Submission

University of Alberta

The University of Alberta’s endowment has major investments in companies that have ties to the Israeli occupation, including (but not limited to) Microsoft, Alstom, Alphabet, and Costco. UofA has also suppressed student activists showing solidarity with Palestine, calling them a danger to the community.

 

Simon Fraser University

Simon Fraser University owns shares of some of the largest war contractors, including BAE Systems, Booz Allen Hamilton, and CAE Inc. Over the past decade, SFU has invested in Lockheed Martin, Boeing, and other companies providing military equipment and technology.

 

University of British Columbia

UBC’s June 2023 endowment investments include companies with ties to Israel’s illegal occupation of Palestine. UBC’s Graduate Students 4 Palestine found that “In 2023, UBC invested an estimated $113,852,076 in Israeli apartheid, settler-colonialism, and genocide.” UBC also has partnerships with Israeli universities, including an exchange program with Hebrew University of Jerusalem, an institution at least partially based in territory that is deemed to be illegally occupied under international law.

 

Vancouver Island University

In response to encampment protestor demands, VIU released its investment list, which includes investments in financial organizations such as the Royal Bank of Canada that are found on the Canadian BDS Coalition’s “Boycott List of Shame.” As of May 2024, VIU held investments in WSP Global, a Canadian engineering company involved in monitoring the Jerusalem Light Rail, which connects settlements in the Occupied Palestinian Territories (OPT) on land appropriated from the Palestinian population. VIU has suppressed student activism on campus, including by dismantling the Palestinian Solidarity Encampment on August 18th, 2024 following a court case instigated by VIU.

 

University of Manitoba

There is a long-term connection between UofM and Lockheed Martin. For example, faculty members have ties to company executives, and Lockheed’s use of hybrid airships in remote cargo delivery is believed to have roots in research at UofM. Following a pro-Palestinian valedictorian speech at the Max Rady College of Medicine, UofM acted on donor Ernest Rady’s request to remove the video of Gem Newman’s valedictorian address from UofM’s YouTube page. Rady and associated organizations have a history of supporting Israel.

 

Crandall University

In 2018, Crandall University hosted an event called “Israel at 70: A Light Among the Nations,” with an opening speech by the National Director of Bridges for Peace Canada, a Christian pro-Israel group. According to the itinerary, the event also featured a video by Christians United for Israel, one of the leading Christian Zionist organizations, and included the national anthem of Israel, a prayer for the State of Israel, and a video about the Zealous Israel Project, a trip that sends young adults to Israel for “eleven months of servant-based discipleship.”

 

Kingswood University

Kingswood University advertises a 10-day Israel Trip, which includes travelling to Bethlehem in the occupied West Bank. A link to the official website of the Israeli Ministry of Tourism is promoted on the website.

 

University of New Brunswick

UNB has equity investments in 35 companies ‘domiciled in Israel,’ worth about $340,000. UNB President Paul Mazerolle and UNB students travelled to Israel for a research trip and to explore partnerships between universities in Canada and Israel. UNB has an engineering research chair sponsored by Lockheed Martin, an American arms manufacturer that supplies fighter jets and other equipment to the Israeli Defense Forces. UNB security closely monitored pro-Palestine activists, discouraged them from using the phrase “from the river to the seas, Palestine will be free,” and described it as “hate speech” in some communications. They also frequently communicated with police about the activists and a panel discussion related to Palestine.

 

College of the North Atlantic

The College of the North Atlantic is a member of CADSI, which organizes the CANSEC weapons show that includes major arms dealers and representatives of Israel. CNA also has a partnership with Bombardier, a company that has helped develop a maritime patrol aircraft for Israel that can be used for warfare and surveillance purposes.

 

Memorial University of Newfoundland

MUN holds over $15 million dollars in investments that are complicit in Israel’s illegal occupation and/or Israel’s war crimes and crimes against humanity in Gaza. This includes direct investments in arms manufacturers such as RTX and BAE as well as investments in companies on the UN list related to illegal Israeli settlements.

 

Acadia University

Acadia University invests in companies with ties to Israel’s occupation of Palestine, as well as companies from the BDS “List of Shame”, such as BAE Systems PLC, Lockheed Martin, and Royal Bank of Canada.

 

Dalhousie University

Dalhousie University invests in Louis Vuitton Moet Hennessy, TD Bank, and Nippon Sanso Holding Corp., all of which invest n weapons manufacturers that provide weapons to Israel. Additionally, they invest in Intercontinental Hotels, which operates illegal settlements in occupied Palestine. Dalhousie University also invests in Israel Chemical Limited, a company that manufactures white phosphorus for the Israeli Occupation Forces. Dalhousie is also a member of CADSI, which organizes the CANSEC weapons show that includes major arms dealers and Israeli representatives. Dalhousie’s Faculty of Management offers an “Israel Exchange Program” that includes travel to Israel and connects students with Israeli business leaders.

 

Mount Allison University

In 2010, Mount Allison University gave an honorary degree to Heather Reisman, co-founder of the HESEG Foundation for Lone Soldiers, which encourages non-Israeli citizens to join the Israeli army. In 2023, the university gave an honorary degree to Deborah Lyons, Canada’s former ambassador to Israel, who also gave a speech at the convocation ceremony. Lyons is viewed by many as an ally of Israel and has also been accused of helping to enable the occupation by supporting Lone Soldiers. Additionally, Mount Allison has significant investments in companies complicit in the Israeli occupation and genocide.

 

Nova Scotia Community College

Nova Scotia Community College (NSCC) is a member of the Canadian Association of Defence and Security Industries (CADSI). CADSI organizes the CANSEC weapons show, which includes sponsorships and/or presentations by arms companies such as Boeing, Lockheed Martin, and Elbit Systems that are tied to the Israeli military, and has also invited Israeli representatives to participate. NSCC has received large funding from the Sobey family. Sobeys, the Canadian retail giant controlled by the Sobey family, sells Israeli products and has a history of supporting the Walk for Israel.

 

NSCAD University

NSCAD reversed a decision to allow a teach-in about Palestinian culture and human rights, attempting to prevent the event from occurring.

 

St. Francis Xavier University

St. Francis Xavier University has invested a large percentage of its endowment funds in the following: BlackRock US Equity (24%), BlackRock International Equity (15.3%), and BlackRock Emerging Markets Equity (4.2%), representing a value of $92,147,352 managed by investment firm BlackRock. The UN OHCHR has warned that BlackRock is invested in arms companies that transfer weapons to Israel. St. Francis Xavier University also has an exchange program with Reichman University, an Israeli university that has ties to the Israeli military and the war against Palestinians. A page on Reichman University’s website notes that “Reichman University has mobilized to join the war effort.”

 

St. Mary’s University

St. Mary’s University invests in companies that have been recommended for divestment by the UN and/or AFSC, including (but not limited to) Boeing, Chevron, and Lockheed Martin.

 

University of King’s college

University President William Lahey refused to divest from companies connected to Israel. Their December 2023 investment list includes, for example, a $46,087 investment in Bank Leumi Le-Israel BM, an Israeli bank listed on the UN’s Office of the High Commissioner for Human Rights list of companies involved in illegal settlements. It also includes investments in companies on the BDS “List of Shame,” such as the Bank of Montreal ($398,771), among other organizations that may have financial ties to the Israeli occupation. Lahey said he wouldn’t take sides in the conflict. However, he had previously released a statement criticizing the King’s Students’ Union (KSU) for sharing a post that included the words, “from the river to the sea, Palestine shall be free.”

 

Carleton University

Carleton offers a “Women in Engineering & IT Program” that is designed to support women within these fields. The program’s partner companies include companies that are complicit in the Israeli occupation including Lockheed Martin, Alstom, and WSP Canada. Additionally, Carleton has allegedly invested millions of dollars in complicit companies such as Altice International Ltd., Booking.com, TripAdvisor Inc. and Delek Logistics. The university has also offered a “Study Israel” trip for course credit, supported by Carleton’s Max and Tessie Zelikovitz Centre for Jewish Studies. In a 2020 promotional video describing the trip, a student describes how they stayed in the Hebrew University residences, a problematic connection due to that institution’s close ties to the Israeli military. Despite “excursions into East Jerusalem and the West Bank,” the fact that the trip is only called “Study Israel” is also concerning.

 

 

McMaster University

McMaster’s June 2024 investment pool holdings breakdown shows substantial investments in complicit companies, including over $19 million in Amazon.

 

Queen’s University

The University invests in corporations that support the occupation, including an estimated $150M of endowments (December 2023). Because of these financial ties, particularly with respect to investments in Israeli banks, Queen’s University is complicit in Israel’s occupation of Palestine.

 

Toronto Metropolitan University

Toronto Metropolitan’s Lincoln Alexander School of Law denounced students who signed a letter criticizing Israeli colonialism, condemning what they described as “sentiments of antisemitism and intolerance.” In contrast to the pro-Palestinian sentiments expressed by many students, the university’s Student Union has a history of supporting the Ottawa Protocol and the International Holocaust Remembrance Association (IHRA)’s definition of antisemitism, which wrongly conflates criticism of Israel with antisemitism.

 

University of Ottawa

Complicit companies including, but not limited to, Amot Investments, Bank of Nova Scotia, and Axon Enterprise Inc. are named on the University of Ottawa’s December 31, 2023 Public Equity Holdings. The University of Ottawa directly engages the military sector across multiple faculties, including Engineering, Medicine, Law and Social Sciences. Notably, the faculty of Engineering launched new partnerships with the military companies CISCO and THALES in the fall of 2024, despite the active role these companies have been playing in Gaza and the West Bank. In 2009, the Faculty of Engineering accepted grant money from Lockheed Martin.

 

University of Toronto

UofT has partnerships with Israeli universities such as the Hebrew University of Jerusalem, Tel Aviv University, and Technion. At least 17 of the 44 external investment managers used by the University of Toronto Asset Management Corporation (UTAM) have direct connections to at least 55 companies operating in the military-affiliated defence, arms, and aerospace sectors. Many of these companies supply materials to the Israel Defence Forces. It is highly likely that UofT is profiting off of activities that bolster Israeli activities in the oPt.

 

University of Waterloo

In 2016, Lockheed Martin announced a $1.1 million investment in a University of Waterloo research project. The investment was announced at the University of Waterloo’s Aerospace Defence Industry Forum. Lockheed Martin is a major weapons development company with ties to the Israeli military. In the spring of 2024, the University of Waterloo sued a pro-Palestinian student group for $1.5 million for setting up an encampment on campus.

 

Western University

Western University invests in companies or military contractors that finance or enforce the military occupation, which sums to 33.5 million dollars (2023), including an additional investment in military contractor Lockheed Martin with a monetary value of $1.16 million (2023). Western has blatantly refused to divest from companies and military contractors complicit in international war crimes in the oPt and accused Palestine solidarity student movements of violent behaviour, as denied by faculty and students who attended the protests. Western also maintains an academic partnership with Ben-Gurion University in Israel, including an exchange trip to Israel, which contributes to narratives and pro-Israel propaganda that normalizes the apartheid system – and all associated international crimes – that Israel inflicts on Palestinian society. This exchange trip systemically discriminates against Palestinian students at Western University holding Palestinian Identity Cards, who face restrictions on movement in Israel enforced by the apartheid system; and includes visits to Israel’s border control, army bunkers, and military systems.

 

York University

York University rapidly responded to suppress the assembly of student protest encampment in solidarity with Palestine. The university called in police one day after the encampment was erected, despite offering to establish a dialogue with protesters. The university also publicly condemned the York Federation of Students, the York Federation of Graduate Students, and the Glendon Student Union over its statement of support for Palestine that recognized the actions of Hamas as “resistance” to Israeli occupation. York maintains partnerships with Israeli universities, including exchange programs with Tel Aviv University and Bar-Illan University.

 

McGill University

As of December 31, 2023, McGill University held approximately $73 million in direct investments and $6 million in undisclosed investments in companies complicit in upholding the apartheid regime of Israel and financing its genocide. McGill also has a partnership with the Hebrew University of Jerusalem, which hosts a military base on its campus, a number of military-academic training programs (including the Havatzalot and Talpiot Programmes), and currently provides support to the IDF including through the provision of “diverse logistics equipment to several military units.”

Governance

Responsibility for this policy lies with the Finance Committee of the Saint Mary’s University Board of Governors.  An independent Investment Advisory Committee comprised of volunteers provides additional input and advice to the university.  

 


 

Portfolio Management 

Saint Mary’s investments are managed by investment managers in pooled funds, which provide the university with a more cost-effective way to achieve diversification.  All of Saint Mary’s investment managers except one are signatories to the United Nations‐supported Principles for Responsible Investment (UN PRI). The one that is not a signatory invests solely in Canadian real estate.  

Saint Mary’s University selects and continuously monitors third-party investment managers with the assistance of an external investment consultant. Mercer LLC, a recognized responsible investment consultant and a signatory to the UN PRI, serves as the university’s consultant.   

 


Investment Disclosure 

Starting in 2024, Saint Mary’s voluntarily discloses detailed holdings information for the Endowment Funds Investment Portfolio (EFIP) and Restricted Funds Investment Portfolio (RFIP) in an annual report.
