Ne’eman Foundation Canada:
- Established by Canadian and illegal settler Chaim Katz in 2011.
- Operated as an illegal conduit, alongside the still-active Ne’eman Foundation USA, to move charitable donations to dozens of recipients within the Israeli charitable sector, over which it demonstrated no direction or control.
- Between 2016-2022, at the height of its activities, Ne’eman Canada moved over $36 million CDN in charitable donations into Israel.
- Ne’eman’s headquarters are located in Shilo, an illegal settlement in the West Bank, which operates as a central node for violent settler activity and the establishment of so-called ‘illegal outposts’.
- Israeli recipients of charitable donations, via Ne’eman Canada, included numerous organizations located in the illegal settlements, along with organizations operating towards Palestinian ethnic cleansing, and organizations supportive of the Israeli Defense Forces.
- The CRA noted Elad Ir David, Women in Green, Benji Hillman Foundation, Lone Solider, Noam Israel/Panim el Panim
- The activities of these organizations run counter to Canada’s Crimes Against Humanity and War Crimes Act and are indictable offences under the Criminal Code of Canada.
- Further, activities that encourage the permanency of the illegal settlements are in contravention of Canadian public policy.
- The CRA also found that Katz was involved in grift, having diverted over $250,000 CDN in charitable donations to his own for-profit company in Israel.
The 2022 CRA filing, the first with details of recipients, can be reviewed, and includes a number of other organizations supporting settlements and military.
